Do you understand how this sort of thing works? These are short commercials. If they used that sort of budget for a long weekly TV series like Super, you'd get maybe one episode (if that) with that level of animation and then the rest would probably look worse then what we have now.
And yes Heroes makes tons of money. It's what introduced the new generation to Dragon Ball and is why we were able to get things like the new movies then eventually Super.
Although Super is selling super well now too and has pushed Dragon Ball back up there was one of Toei's main cash cows.
