considering how magic works in most stories guns will win in a quick draw type contest or in side street fights, but magic still has far better military applications. And depending if you have things such as shields that can protect you 24/7 guns can quickly become useless.

anti-bullet shields would imply some form of magic shield that protects against things such as bullets. Most advanced magic users have something along those lines.
more people can use guns which makes them an attractive mob weapon, but depending on magic rules it can become useless very quickly.
If I were to cast a spell that instantly stops any object that moves faster than 300ft/s that would instantly defeat all guns in the vicinity.

Only if the rules say so. But not necessarily. Maybe you can cast magic in this setting with merely a thought. Maybe everyone in the setting is the born with the gift and the world is very different from ours.
Because magic isn't real and its nature is purely defined by the author, it is limited only by the imagination. Guns are an actual thing that exists. It obeys certain properties and assumes certain physical rules and limitations.
In the end, if the author wants magic to beat guns, it will 100% of the time.

If it's a setting where you can cast magic with a thought, then things are probably pretty fucked as-is. If everyone could cast magic it would be absolute chaos.
I think the point isn't whether or not magic is real but whether or not the author is willing to write good magic. A wizard turning and blocking bullets the moment a shot is fired is bad, having to devote time to keep up a anti-projectile barrier knowing they might be shot for X reason is good. Anyone can write bullshit, but few can make convincing bullshit.

There's usually a reason magic is considered viable.
If neither weapon was worth using it wouldn't be used, simple as that.
Usually magic takes intensive study and innate ability, meaning only special people (who would be called gary stu self inserts) would be able to use it. And even then it requires lots of time and effort to learn it properly, but once learned its usually broken as fuck.
Meaning you'd arm your fodder with guns and such, but you'd keep a magic user around when you need to blow up a city, or magically enhance armor and things like that.

entirely depends on how magic magic works in the given universe and if it follows any rules
on one side of the spectrum if if magic follows thermal dynamics and using magic burn calories from the user then you'd have to eat something like a years worth of food to block a single bullet. possibly versatile, but not a efficient use of resources.
if magic energy is produced from something more whimsical like emotion, then fuck warfare, you could power a city with a room full of angsty teenagers. if you did fight in a world where magic could match modern weapons then it would turn out more like Shinsekai yori where every magician is a potential nuke.

Bullets aren't powerful because the force behind it, they're strong because of the relative force to mass.
