I think Monet was told by Law that he was looking for the formula or at least figured out he wanted it, and when she put together what was going on, she gave the formula to Chopper to continue the rest of the situation, though she couldn't do it outright and be subject to Doflamingo's ire. It explains why she wasted all that time with Luffy when she saw Chopper running away. Not even attacking him, just dropping freaking igloos on him. She was giving him a headstart, and it was only when it was clear Luffy could actually hurt Monet that she let him go in the basement instead of just dropping a blizzard on him to make sure he stayed in the trash.
Monet's actions were clearly to let the children go, despite her devotion to Doflamingo. What motivated this betrayal, we don't have the proper answers, but the actions and the timeline all set up that Monet was the confounding variable in this Punk Hazard trio.

It's hard to compare and "rate" the New World arcs against each other so far; the third one isn't even quite complete. Punk Hazard and Dressrosa were massive, sprawling arcs with characters of all kinds of allegiances clashing. Dressrosa in particular is the largest arc in the series so far. Zou is a shorter set up to larger arcs with minimal conflict, most of it being from flashbacks. I don't really rate arcs against each other outside of the ones I feel are the strongest overall anyway.

The arc started off amazing and reached its climax at the Sabo and Big Mom reveal. Then it slowed down to snail's pace and Pica reformed the country to delay the final fight by like 30 chapters. Clearly Oda said "fuck the editors" and did the arc at his pace, which resulted in a weird mess of a pacing that was like an on/off switch. Arc peaked again at Gear 4 fight, then quickly deflated all hype by sitting people down through 3 chapters of downtime, which ruined all the built up tension. Not to mention like 8 epilogue chapters

Right now half the crew is going in search of marco, the other half is going to find sanji
let's focus on luffy's team first:

Zunicha is extremely strong to the point that Jack couldn't fight it once it fought back and if Zunicha was in its prime it could easily destroy nations
Zunicha's connection to Momonosuke could also indicate that the Kozuki clan are the only ones to control Zunicha similar to how the ancient weapons were passed down within family, Poseidon through the royal family, Pluton's blueprints through the shipwrights
