It's a parody manga, a joke character, he's not supposed to be well-written, and the manga itself is a sort of niche, for lack of better term.
For some reason, he got picked up by normalshitters, probably because he pokes fun at Dragon-ball/Goku types of characters (shonen-protags in general).
Yeah. the fanbase is shit, the threads are fucking horrible (this one should never have gotten over 60 replies) and the shitposting is way too rampant. It's already been well-established that Saitama has no place in powerlevelthreads, since he's a joke character, and he's pretty light-weight compared to a lot of other characters.
