I mean, not just part 4, JoJo as a whole. When the characters are distressed and trying to act tough I expect them to, like, yell, at least. Instead, they just raise their voices a liiitle bit and talk slightly more gruff. For example, even the thugs from the first episode on part 4, you'd expect the whole "AAHHH KORAA" barking-like-a-dog thing japanese people do when they're angry, but no, they just raise their voices a little. It all sounds really lifeless it's what I'm saying.

After rewatching what's out so far, I can safely say that Part 3's art style in the anime is pretty bad. Parts 1, 2, and 4 take the manga and use it as inspiration for their own art direction, but Part 3 tries too hard to look exactly like the manga. It just doesn't pop like the rest of the animated parts. Even the colour changes are somehow pretty flat. It could have benefitted from them doing their own thing with it.
That rigidity to the source material is probably what cost the most budget and turned Stardust Crusaders into Slideshow Crusaders..

I've said this a thousand times, but the problem with the anime art, Part 3 especially is how shitty and lifeless the line art is. There is no dynamism in the way characters are drawn, and you can tell they ended up using korean slave labour/interns for many, many frames that needed at least one keyframe from an actual keyframe artist, based exactly on the manga.
That's why it looks so awkward and flat all the time, and the source of 99% of the QUALITY. In Part 3 it was the worst because like you say they tried more detailed lines copying the manga, meaning even MORE korean slave labour art than normal.
The solution they've had with Part 4 looks the best so far, though we will really see tomorrow, as Episode 2s tend to be more QUALITY - they spend all the budget on 1 and 3.

The thing is, though, while nothing terribly interesting happens during Diamond is Unbreakable, it's probably the part that has people split the most on their favourite chapters, whereas it's pretty easy to see that a small handful of fights in Stardust Crusaders heavily outweigh the rest in popularity.
I hope David realizes this and spreads out the budget more evenly. I mean, episode three will be the introduction to the Nijimura Brothers, and despite introducing a main character, there's nothing amazing that happens that's worth spending tons of budget on. Like I said, that's pretty much how all the fights in Diamond is Unbreakable go. Except Highway Star. If they're going to blow budget on something, it had better be that.

You know, some mangaka actually do like to draw scenes of motion with the same sort of approach you'd take to animating it. So in some cases it's not so crazy to be praising a manga for its animation.

In the manga it feels like Josuke is going start tearing shit up, like he actually goes crazy when someone mentions how shitty his hair is. In the anime, Josuke feels like he is just slightly angry, like he is just joking that he gets mad, like that typical anime face with the smile, eyes closed but a frown showing on their face.
The new VA also fails to deliver any kind of threat, he sounds like a normal pretty boy.
