Not really. Don't get me wrong, I like Hero Academy. But Tiger and Bunny is just too different. It's more or less Silver Age Hero Shenanigans, with the silly crazy bullshit to go with it. And two guys slowly becoming best friends.
Hero Academy is Battle Shounen with Powers.

I will never understand this.Although it did have so much gay fan art when it was airing. Jesus Christ it was bad. Especially those last two episodes when Kotetsu almost died and Bunny is holding him and crying. Jesus Christ. Fan Girls went wild.

And movie 2 is a sequel. I really thought it laid the groundwork for Agnes x Tiger being a thing in S2. But neither movie made enough money for Sunrise to make a season 2, and Cross Ange succeeded so much better that they're making an S2 of that.
I really like it but calling it the best anime to ever exist is a stretch.
This series has the only example of the "extremely Gay character" i liked. Most of the time they ruin my enjoyment of a series.
