Well in PHF it gives Fugo a chance to shine with him being the main character and with 2 others has to try to take down the narcotics dream. The whole reason Fugo did this is to atone for abandoning the group and Giorno put him up to this task to get rid of his "inner demons" aka his temper. At the end he realizes his life has gone to shit and finds his resolve, ultimately evolving his stand to PHD. It makes sense once you read it.

lots of stuff really the whole "hero formula" is kind of turned on it's back since the hero never really leaves home or learns too much, Koichi is the more traditional hero. The unconventional villain who is unassuming and a sort of counter to the traditional hero, since he has no real goals and has no interest in fighting. And the good guy doesn't even win properly at the end, instead it was his kindness and his ability to make allies that allowed him to win.
It a really clever and self aware story, and it shows with Araki's jokes and the things he makes characters say. It's a real comfy read and one of the better shounen parts.

Why is it that only humans, other than Pucci, are slowed down by MiH? Plants and animals speed up along with all of the non-living things, but not only do people not speed up with them, they are able to survive the death of not only the planet but the universe itself, and return to the new Earth. Technically, Pucci should have died of old age shortly after the day-night cycle hit crazy speeds.

Anyways, Giorno pretty much took over the gang without any oppositions since Diavolo did such a good job of hiding himself Giorno could claim to be the actual leader coming out of hiding. He took a bunch of members of the gang who have done some bullshit in the past and gave them a second chance with the new gang by sending them after the narcotics team. Everyone came to respect him for the depth of his actions and how he was re-purposing the gang to help Italy and it's people.
The whole reason he gave Fugo a second chance was because he actually worried that if Fugo died without taking control of his terrible temper, Purple Haze might have become another Notorious B.I.G. and no one would be able to stop it, and the world would end.
I mean sure he spends most of his screentime in the story sitting in a library reading, but we get a lot of inside into what other characters thing of him and by the end we get insight into Giorno as the boss.

That's part of MiH, organisms operate on a different time stream after MiH, so while the universe passes billions of years the organisms only pass a few hours. Feel free to list them. There's no fucking reason to call either The World or Star Platinum "obviously" the best when in reality the only useful ability for a regular human would literally be the precision and speed and that's pretty much it. The strength might come handy on some occasions but you certainly wouldn't be fit enough to actually benefit from the timestop, probably wouldn't even be able to activate it.
The only reason people think The World is the best is literally just the coolness factor, there's no rational reason for it.

I was honestly really impressed with the overall direction of the episode.
