Maybe I'm being a pretentious faggot, but I feel like the art style and especially the color palette is based somewhat on the outlook of the current Jojo.
The colors in SDC were flat and realistic and washed out because teen Jotaro was kind of a tryhard. He honestly reminds me of myself at 17 when I was an insufferable little cunt who wore the same black coat all the time and was convinced that I was "seeing the world as it really is". Everything is flat and washed out because that's what teenage Jotaro's outlook on life was like.
The colors in DiU are the colors of a person who would call his stand "crazy diamond", and who would meet an alien who may or may not be a Pillar Man and say "I know! Let's go cheat at dice" and then burn down Rohan's house for no real reason. Josuke sees the world as a vibrant, colorful place... so it is.
