Lise was captured and gangraped by the Stasi.
She wanted to give her first time to her brother.
Axmann told that it was all recorded, and would be shown to her brother unless she does what they say.
She agrees. Axmann (The Stasi Armed Police Security Force "Grey Beast" as per chapter) was the one who broke her. He tells her after the first time "Don't worry, I won't be touching you. I'm a guy who likes cleanliness, and after your new friends had fun with you, you're filthy."
She undergoes training to be a fem-fatal sleeper operative, getting her body used to get information for the Stasi. She also ends up being the secret mistress for the Security Force.
So with Imouto already undergoing training, if they took in Theodore as well, there would be a risk of them meeting, thus spoiling the plan to use Lise. They let him run loose to have a hold on Lise. Not to mention that if Oni-chan knew Lise was in with the Stasi, he would know who screwed him over as well, since he always thought she was dead.
She believes Axmann planned to us her that way from the start.
Constantly crying for Oni-san to save her when she is alone, but knows her body is too defiled already, having lost count of how many had had her.
Theodore managed to join the army after getting tortured, the NVA and Stasi are political rivals, so they couldn't really touch him without an excuse. That's why they had to send Lise in to get Irisdine.
After the events in Schwarze with Irisdine getting captured, she is blindfolded in Theodor's arms, apparently before her execution at his hands.

All the 666 squadron gets arrested by the stasi, except for Theo and Katia who manages to escape, along with Gretel who I think was in Berlin at the time. Theo's Mig 21 get shot down during the escape, and then he along with Katia wander in a forest until Gretel finds them along with the rebels. They move to the rebels headquarters and meet General Heim, the leader there. After this Theo goes to rescue the members of the squadron after getting information about were they were held. He finds everyone there except for Irisdina, whose whereabouts is unknown at the time. Even though he made it in time before the stasi killed anyone of the squadron, they were all exhausted from torture; Walter had his bones freakin folded, and pham lost all her back tooth. After freeing them, they start escaping, but Lise finds them and tries to stop them, were after Theodore engages her in a fight. In this fight, Pham tries to make the siblings stop fighting, however apparently Lise gets annoyed by this, and her response was shooting her with a 36mm round, which blew the upper half of Pham's body. At the end, theodore successfully defeats Lise in his Mig-21, and she is then taken in by the rebels.
They go back to the base and start questioning Lise, which then leads to the rebels asking Theodore to execute Lise himself.
A bound Lise was ranting about how Theodor should go over to the dark side, in a room filled with other people of the rebellion. Theodor finally accepted that she was too broken and twisted, and after hugging her, put his gun to her head, and squeezed...
Her last words when she was temporally in a lucid state of mind, were "Therefore, forget me... Absolutely, do not remember me. Because this dog of the Stasi, does not exist..."
Meanwhile katia was headed to were the execution was to try and stop it, but was too late as she heard the gunshot from a distance, at which she crumbled to the ground.

It's really depressing and all the suffering it puts the characters and audience through doesn't really have a payoff (unless you're a Katiafag, but she didn't suffer enough for her happiness if you ask me). I think one of the problems was the ending. Everyone knows that the Oder-Neisse is going to fall because of the mass evacuation. The final half of the final volume was considered a wash, mostly because the resolutions to Iris, Theo, Beatrix, Katia, and Axmann's arc was a huge letdown. The heroes also never refute the villains properly, so you have the highly charismatic Beatrix monologue about her plans and ideals while Theo just responds with "Nuh-uh, I'm going to kill you, that'll prove my point" and then he kills her and it proves nothing. It's why so many Japs still think that Beatrix's Germany<World ideals are better.
The whole thing reeks of irony, and not necessarily the good, self-aware type.

Yeah. I get it though, for an artist or doujin writer it's the perfect series, you get a character design with a basic personality outline and you can go crazy with it.
SM has a lot fewer characters, and the ones they do have are more interesting for their personalities than their rather basic appearances.
Also because KC is s browser game, people essentially live with their favorite characters. From a merchandising/cross promotional standpoint, it's the perfect series. Doesn't matter if the anime sucked because the anime never mattered to begin with.

The deck is too stacked in Katia's favor from a moral and logical standpoint (Taking your awful life out on the citizenry isn't right, and having the West assist in the evacuation and defense makes sense), and Beatrix isn't collected enough to handle her. Maybe she didn't order it, but she definitely didn't stomp in to stop the Stasi's 'interrogation' of Katia in Fort Neunhagen, and she did go after her when she managed to escape.
I agree it'd probably be interesting, but I'm not exactly sure how long Beatrix could last before pulling a Theo on her, and I don't mean headpats and hugs.

All you'd have to do is bring up the enormous cost and wastes of running a perfect surveillance state/totalitarian society. It's really difficult to do.
Apart from that, if I wanted to make it more animu, I'd have Katia or Theo talk about hope and why it isn't a good idea to deprive people of it. Morale is fucking huge when it comes to wars. If people feel like cornered animals, than people are going to do stupid, nonproductive things. Of course, Beato would then bring up how terror can accomplish that and then all Theo would have to do is say, well look at what terror has gotten us so far as he flashes back to everything the stasi/rebels have done. For an added bonus, Theo could then tie it back to Beatrix by saying that her major problem is that she doesn't have any hope left in her heart.
Then you'd cue the TSF battle with Beatrix flying off the hinge and possible penetration afterwards. It'd make for a more powerful statement, establish what the characters stand for, and add a much needed deeper layer to the final fight. Unfortunately, it would require a thoughtful, intelligent, and empathetic main character which Theo is not. He's reactionary, incurious, and emotional, which I generally don't like in main protagonists. You'd also have to build up Theodor vs Beatrix, which never really happened. Beatrix never advanced past being a crazy jealous stasi woman and Theo was never anything to Beatrix except for whatever his stasi profile said, and later on, being Lise's killer.
This could all just be resolved by making Iris and Beatrix be the final fight though.

Beatrix's boyfriend and Iris's brother, Jurgen helped create TSFs/ tactics they used. Both [his precious people] follow in his footsteps, but still find themselves on different roads.
Iris wished to save the populace [of East Germany] while Beatrix's ultimate ends was always defeating the BETA. To tell the truth, [Jurgen's] ideals were closer to Beatrix's. Iris was like an angel but acted off of emotions and did not give a thought to what would become of humanity.
With that it mind, it's clear that even though Iris's ideals are in Theo's hands, these ideals will reach their limits/bog things down.

I'm not really sure, Iris and Beatrix are more zealous and refuse to consider alternatives. Like Iris telling Katia off when she talks about the West, and Katia later has to save her by calling in help from the West. Iris doesn't talk back to Beatrix like Katia or even Walter does, all she does is taunt her and try to make her mad. They'd probably just yell at each other and generally have a smug-off.

You completely described my experience with SM. I started browsing 4chan in 2008 and these threads were some of the most fun I have had since 2010ish. I remember rushing home from work and hoping onto these threads first thing to post Beato-san and enjoy my hanging out with some cool people. The other thing is that I actually enjoyed dreaming and thinking about Beato-san as it has been a long time since I actually became obsessed with a 2D girl.

The rage from all the potential the show squandered fed into a sort of frantic, contagious energy. If Schwarzesmarken had simply been bad, then everyone would've dropped it, but instead, SM only got better as time went on. And yet, despite everything it was still a shit adaptation and it was obvious to everyone. It sets the mind thinking what could've been, what should've been, and all that had been lost. Hence all the original content we got from writefags and shoopers, which created a sense of culture and loyalty, keeping people invested in these threads. The lost opportunities this anime presented also fed into controversy, and if there is one constant about humanity, it is that we are drawn to conflict and find our true selves in it (notice how we reached our zenith of momentum right after Lise died).
At least, that's my personal theory.That and Beatrix is fucking amazing.

They were similar because they were character driven shows with lots of potential, a bit of controversy, and an execution that didn't meet the potential. They were different because cross Ange was an anime original, while this was a bad adaption of what I understand was a good series. I don't think I've ever been drawn to a character quite the same way I was drawn to Lise, and knowing it was all for nothing just made me want her more.
I did a lot of short stories just because I wanted to create these little pictures of how the characters could have been after the show, they changed to mostly happy endings when I just couldn't take the sadness anymore. But writefagging was a new thing for me, I've never really been presented with characters I wanted to have living in my mind the easy the characters from this show do now. That means a lot to me, anon, especially because I'm the same guy! Well, some of them, anyway. Those asylum ones with the Katia/Lise chibis weren't me. Truth be told, I veeery specifically avoided using VN images to reinforce that I was basing things off of the anime's character portrayals for the most part. It was a lot of fun going through different scenarios. Whether they were the Lise Ribbon 'saga' or the ballcrusher saga (fun fact: I'm not even into CBT. Never underestimate what you can do when you put your mind to it~) I always whipped them up on the spur of the moment. On your question, 4+ is probably doable for any reasonably wealthy country. Before COMPUTERS EVERYWHERE, the hardest part was making a good airframe, you had to have a proper tube. That`s why only USSR and USA could test and make bleeding edge stuff. Now you can work around that with COMPUTERS EVERYWHERE.
Engines can present an obstacle, but since we`re doing 4+, supercruise is not a very strict requirement, and you can use existing designs.
Avionics you outright buy, as well as weapons.
