I don't know personally. I liked that Yoko seemed to know more than she let on, when the show was airing a lot of people were saying she was dense as a bag of rocks, but when I rewatched a few episodes I came to realize that she actually pretty much knew exactly how Aya felt and just liked teasing her. Lines like "I want to make you my wife," aren't something someone supposedly so dense would say to the person who's interested in them, even if it's part of a game or something. Combine that with a few more scenes like the one in your gif, and I thought it added a neat layer of character to her that wasn't so obvious at first.
