No, it's an achievement and a crucial step towards bankai release. Renji reached that point some hours or maybe a day before.
Consider this. Kenpachi met all requirements years before even reaching shikai. He was able to materialize his zanpakuto, almost the instant he found a vessel (asauchi) for it. He knows how to subdue his zanpakuto. The loli is loyal to the core as he practically raised her. Even though shikai should have popped out by itself from all the pressure, Kenpachi managed to keep it sealed in order to limit himself. All that was left was reaching shikai.
Now consider this. Imagine a creep like Unohana knew all of this. Imagine how retarded it must have looked to her.

He's only counting Ulquiorra, Tier, Barragan, and Coyote. Technically none were ever properly confirmed. Ulquiorra between his silhouette being used when first talking about Vastolorde and his bonus chapter in the databook is the closest confirmation we've had. The implication is that everyone outranking him must then be as well. Barragan appeared as a hollow identicle to his released form when Aizen first invaded Hueco Mundo and took Los Noches from him. It's implied from his humanoid size and shape that he was also a Vastolorde.
But again, Grimmjow's flashback was all about his Fraccion wanting to prop him up as their king and allow him to keep growing. That they got retconned from being Gillians to being Adjuchas implies that Grimmjow being stronger than them meant he got to Vastolorde form. Also he was the size of a panther, which, while not exactly "human-sized" is still a notably smaller size class than the others were as adjuchas.
Also technically Wonderweiss was at least initially intended to be a Vastolorde, as we saw him pre-arrancar operation wrapped in bandages. He was knelt before Aizen with a shape unlike the humanoid that came out, and he was clearly human sized even as a hollow.

For bankai training you need to be able to materialize your zanpaktou spirit. Zangetsu was able to use the zangetsu blade in mutliple occasions. Yamichika was able to alter his zanpaktou by just saying a different name close to it. Also when soul reapers materialize their zanpaktou spirit others can see them. Like how yororichi saw zangetsu.
