I've only looked at the last few lines so far, but yes it seems that Kenpachi meets all the prerequisites for Bankai now. And Yachiru/Nozarashi just told him that he can use it.

No, he had his sword spirit materialised.
Because he was so powerful his power had to go somewhere. As he grew more powerful, the need for Yachiru to exist as a seperate entity lessened, until it became non existent once he knew his sword's name.
Now he needed the approval of his sword, which most likely got during his stint in Mayuri's tank.
Thus Bankai.

I'm actually going to be mad if true.
These requirements must be met to able to use Bankai.
1. The user must know the name of the sword.
2. The user must be able to project and materialize the sword.
3. The user must subdue and make the sword acknowledge him.
In Renji's case Zabimaru refused to acknowledge him even after being beaten, so he got a half assed Bankai. But Yachiru has always looked up to, admired Kenpachi and respected his strength. Thus removing the need to subdue her. The order was in reverse, but Kenpachi is most certainly worthy of using bankai now.

I'm not kidding. I have read this fucking manga every week for nearly 9 years and this is the first time I've legit considered dropping it and just catching up after it ends.

There is a slight mistake in that thought process. He was always skilled, he merely preferred to overcome with brute force. Also, it was obvious he was going to find out about his sword since after the fight against Ichigo.
With that said, I would have preferred for his Shikai/Bankai to level the playing field rather than, well. Whatever his shikai does, since it is somewhat unclear.
Just no bullshit, no magic, no special ability. Just plain fisticuffs and brute force.

If a strong wish, or power is carried within the zanpaktou I can see how it could be fractioned into several others. We know this from Ichigo and his 'zangetsus'
Sanpou Kenjuu is not really a special power. It creates two beings and makes them visible and invisible. Zanpaktou can do this on their own. All Yachiru does is create two creatures.

My original theory for Yachiru after her disappearance and stuff was that she was a creation of the blade itself. That the actual ability of Nozarashi let it create Yachiru to encourage Zaraki to get stronger and eventually get rid of the locks on himself so the sword could properly talk to him.
Seeing as how cutting through anything has been confirmed not to be Nozarashi's ability, maybe its ability will turn out afterall as I theorize, to be something that lets it create things, including Yachiru
