It's best at world building and long term plot development and that's it. The character development is near non existant (even when something huge, like Ace's death, happens) and the characterisation itself is over reliant on tragic backstories and gags. The arcs are formulaic and repetitive to an irredeemable extent, and it worked for a while but now it's just tired. I can't bring myself to care about the ten filler fights between the strawhats/random villagers and the bad guys while Luffy is stuck somewhere before facing the biggest bad and saving the island from whatever oppressive regime it's under. We know how it ends, because it's the same every time.
I pretty much just read it because it's funny. As a battle manga, it's a chore to read.
