At casual levels of play you get tribute summons on a "when I can manage it" basis. Competitive level, it's pretty much just Monarchs.
Konami clearly hasn't forgotten that the mechanic exists, as they keep releasing cards blatantly intended to be tribute summoned, but either these cards are complete shit (RR Wild Vulture) or they have companion cards designed to help shit themselves out (Qlis, Monarchs).
Can Konami fix the mechanic without cracking it in half? History says "fuck no". Konami doesn't know how to un-fuck a mechanic, just make stupid broken cards for a mechanic that get people hating that mechanic.

There's no doubt in my mind that Kaito will be hostile as hell towards Yuya even if he's saving him against the Slifers or the Obelisk Force. I predict that the entire resistance will be hostile towards him if he uses his synchro and fusion monsters in heartland to, Yugo didn't exactly leave the place with a friendly impression of other summoning methods after all.
