It's a cheap, profitable gimmick that shitty shows rely on to grab the attention of ever-predictable otaku. There are actually people who watch entire seasons of shows they normally wouldn't even care about just because there's yuri subtext, so if nothing else you're at least guaranteed a lowest common denominator if you toss in some bi-curious schoolgirls.

While I think that yuri subtext/fanservice is of the major factors in whether to watch/buy a show or not, I don't think it's the sole factor. The subtext is usually paired with some other notable feature: cute girls doing cute things, animation/plot, comedy, or etc. that influences the decision rather than just the yuri itself.
