Cabba can't go SSJ, and we know Saiyans who train enough will achieve SSJ (Goku and Vegeta did through extreme situations, but the rest didn't). Which means he really can't be all that strong, because if he was he'd have SSJ by now. What's more, he has evidently not been in situations as difficult as the ones that pushed U7 Saiyans to become even stronger, else he'd have SSJ.
So there is NO WAY Cabba beats SSBlue Vegeta fair and square, no fucking way even with Toei handling it. Cabba hasn't even reached SSJ before now and can keep up with SSJ Vegeta who has the SSG boost, which is completely retarded, but beating Blue is just too much.
