Do people actually think Kougyoku is an important character? It's pretty clear that she's the first person Alibaba helped because she isn't that important. If Shinobu had Alibaba meet up with all his important allies right off the bat then there'd be no point to a timeskip.
It's all about slowly introducing him to a world that he doesn't recognize. The people who will launch the final plot are Aladdin/Morgiana and Hakuryuu/Judal. We just have a lot of world building to create a satisfying buildup when it all goes down.
