What is the absolute worst filler of all time?

I would argue the Island arc for Nadia.

Completely reverses all character development, QUALITY animation everywhere, looney-toons style tone, only one episode with any main plot progression what so ever, goes on for like 15 fucking episodes after a huge cliffhanger that should have dropped into the last act after Episode 22.
