No he wasn't. He said the manga will end before Yotsuba has to go to school, since it would break the flow of the story and change the atmosphere to a genre he didn't want to make.
He also said that since time goes on almost 'realistically' in Yotsuba&, with almost no timeskips of even a single day, he could keep writing it for years and not even risk getting too close to the end of his useable time window.
