Is it better for a character to start as the weakest and gradually build his way up, or for them to start as already strong at the beginning of the story?

What's the best way to handle a strong character from the beginning? It seems like it'd either be make him seem too invincible, or for plot stupidity to prevent him from fighting.
If they start weak is wish fulfillment if they start strong is a mary sue, it depends on what you like
Both are good as long as the author keeps it interesting.

Competent. The best example I can think if is Gon; he was strong enough to take out mooks, but weak enough to know that fighting every arc's major antagonist would cost him his life, and with no guarantee of at least ending a fight in a stalemate.
