There are like 8 blondes in this anime.
It doesn't matter anyway because it follows the Amagami/Sengoku Collection path of shitty screentime distribution. Whoever is the blonde you're talking about is only relevant for 1-2 episodes (unless it's Chloe, she shows up in 5 of them I think).
Think of this anime as a Seiyuu simulator more than anything.
I love it. It's literally the most CGDCT show you can possibly watch.
