It's exactly that: for this gag they actually made their lips move with the syllables, which anime almost never does so the animators don't do that great of a job. Usually anime just has 3 frames for talking, closed, open and half-open (two frame lip animation from the Speed Racer era just looks silly so they stopped that). Here they have their lips sound out the entire word.
The one anime I can think of that sort of tries but not really is Panty Stocking. Random frames of their mouthes making "O" shapes and such.
