Because the Chaos;Head anime is one of the worst adaptations of all time. It was horribly rushed and a lot of great scenes from the VN got cut and were replaced with filler. The atmosphere in the first few episodes is what most of the VN is like.

Or alternatively you could say it's hard because they just choose the easy route of copying whatever's currently popular and hoping for the best instead of trying something new, but who knows.
