I see there is something about the Japanses you failed to understand because it's alien to Western values. It was clear that there was a divine hand at play, and since they had an official invitation letter to the temple anyways, they reluctantly head to the temple.
Hardy is the ruler of Afterlife. There are other afterlife realms other than Hardy's.
For example those who die in battle or deemed a worth warrior will be sent to Emroy's realm upon death.
However, these examples are minority, and vast majority of souls go to Hardy's realm.
And since her realm houses most people's ancestry, the temple is always ripe with worshipers and pilgrimage.

She then asks Tuka if she's interested to take up the offer instead. She points out that Tuka can swing both ways.
Tuka acknowledges, but says she doesn't find Hardy attractive.

Hardy heals the cut on her neck, and Rory asks her to not toy with mortal lives. The souls of mortals are not a toy or a doll.
Hardy tells Rory that if she wants the girl's body back, why not win it back in a battle, after all that's what the apostle of god of war should do.
Itami defuses the two and asks the goddess to explain to them why she summoned them to the temple in the first place.
Hardy agrees and starts to explain there's somewhere she wants them to go investigate, and it has to do with what the gate is.

Can't do that. Magic works by twisted laws of nature, but since their understanding of diseases is shit, they would be unable to replicate it through magic. Ironically magic works best if you already know how things work without magic. So that's why magic is so limited.
Note that this is also because human mages are all that is available. And human mages suck due to small mana pool.
Monster people have special magic but they are not respected enough to be trusted. Elves refuse to work for the Empire, so despite their power they stay away. Apostles are Apostles.

It reminds me of the Captain America movie. In it, Steve Rogers ended up as the only super soldier. Even though he has super strength and agility, he is just one guy, and the WW2 battlefield just couldn't benefit from ONE super-soldier, when they needed entire platoons to make a difference. So Cap ended up on PR duties because they didn't find anything else for him to do.
