2) She never gets called out on it. Shinji acts defensively at best and withers at worst. Rei takes no action after getting slapped, and Misato never tells her to stop bullying Shinji even when Asuka's doing it right in front of her. If she was at least called out on it, it wouldn't feel so nasty, because there would at least be some degree of resistance, which leads to...
3) Her targets are particularly cruel. If she was mostly bitchy at Misato, that would be one thing, because Misato is an adult with some (Emphasis on 'some') degree of emotional stability, having reached a compromise about herself. The relentless picking on Shinji, who has literally never had someone tell them they loved him is especially painful, because we know that it genuinely does hurt Shinji, and he doesn't have the self-worth to fight back, the self-worth that Asuka constantly undermines. But I could still have forgiven all that except...
4) She doesn't fucking apologise. If there was one episode where she told Shinji or Rei after her breakdown that she was sorry for the way she treated them, I not only would have forgiven her, she could have become y favourite character. Instead, right until the end, she insults Shinji, signalling no change in perspective in how she related to other people.

In combat, and real life, Asuka continues to make obviously poor choices, while Rei makes the logically best choices consistently, only leaving execution to lack.
So while Asuka might have a degree in something, the character of Asuka is clearly not very intelligent, while Rei's is.

When they were climbing upwards, Asuka didn't pay attention, and despite Rei telling her to dodge, she was too slow to catch on, and made everyone fall down. She's not a good tactician or player to have in the field.
So when Rei volunteers to be the one who shields Shinji or Asuka, Asuka interjects and demands she be the one to do it, because it has the most "glory" to it. Rei is showing more judgement here by letting her have that role, as to not waste time on Asuka.
In that episode, Asuka was constantly embarrasing herself trying to "lead", while Rei just naturally took the lead and got them where they needed to be. Asuka keeps starting fights, while Rei keeps on leading them despite that.
