I think people assume I mean she's just going to settle right into the crew on good terms immediately. Of course she's not. But Monet serves a bigger role in a lot of regards to where her character arc can go for the future. Her life growing up under Dofla's view of family versus the family of the Strawhats she'll be exposed to with dealing with them, plus the hints that the work she did in Punk Hazard was eating at her, could be an interesting parallel to crews.
I like to see characters unified by similar arcs, taken in different ways, and Monet fits the 'initially convenience, then acceptance' arc of the girl Strawhats.
Nami had a family she wanted to protect from a big bad.
Robin used big bads and 'families' to motivate her own goals, and had to work to get used to the idea of being part of one or any group.
Monet's journey would be about a change in perspective of family. Dofla's view of the responsibilities to a 'family' are very different to Luffy's. She seems the most devoted to Dofla, but there were cracks in that dedication, and time with Luffy and his crew could tear those open further, and make her question her motivations with rescuing Dofla, from Kaidou, the World Government or whatever comes next.
As for cover stories, well, cover stories aren't just an attempt to 'now where dey at', it's also a means to establish future points that will be relevant in later stories, be it characters, objects, organizations, or whatever else. So if we're going to have a 'Donquioxte rescue arc' I think that Vergo should let Monet try to get Dofla (or just be unaware of what she's doing), and he deals with rescuing the rest. It gives us a chance to see the remains of his marine past, see some of the WG internal mechanisms, how they're reacting to the Yonkou mixup, and even establish Sugar's place in future events. Far as we know, no one told her Monet is 'dead', how she reacts to that could be important for exploring her past.

It's not really a backstory, just that they're motivated in ways other family members weren't, and what environment they grew up in and how Dofla picks who he picks for his team.
If the only reason they're there is to complicate Law's plan to take out Dofla, then having all that astronomy stuff is pointless, because they both wear clothes and materials and have accessories relevant to it, and are clearly getting involved. Monet's got the books and the telescopes, Sugar's got the little eyeglass contraption astronomers used to use to help block out excess light while stargazing. Their involvement wasn't just for the Dressrosa plan with this many hints, not to mention the 'throw their life away for Dofla' stuff isn't really gone anywhere with Sugar. There's just too much there, I think we're going to get a better explanation.

Other logia have used their powers to traverse oceans. That owl has scelra for its eyes, a beak and detailed feathers. The 'rabbits' are as detailed as Monet's attack, and have no indication of being more alive than those were. What the Yuki Rabi WERE is durable, durable like hail balls dropping down. And hail balls, while more like ice, could easily fall under Monet's range of abilities as created in the similar processes that make Snow. So a chain of hail balls riding along an attachment to the hull of the ship, affected like Monet, can blend in with the froth of the waves, or even just be mixed with the froth as a more intangible creature.
I'm not beholden to any one theory of WHAT the rabbits are specifically beyond obviously being Monet's handiwork. The specifics don't matter, it's that they're the sign that Monet is with the ship. She's probably on it right now.

The awakening is more of a connection with the abstract concepts of what your power does, or the ideas behind it, or what it is. A logia not just being sand, but the thoughts and ideas behind sand (deserts, heat, dryness) could be under their control. You know, I really liked the One Piece anime all the way up till Thriller Bark. That's when the pacing went to shit. I mean look...Enies Lobby took 119 chapters, Dressrosa took 146. But Enies Lobby only took about 83 episodes to cover (not counting filler) and Dressrosa is going to end up taking 161! Fifteen more episodes than chapters!
Of course I don't know what they do about it. mean, I think the anime's only about 30 chapters behind the manga as it is.
