It was okay, at least it stuck closer tto the manga than the Nomad adaptation in both story and art direction (not that the Nomad adaptation was bad in any sense of the word), which was pretty nice. That being said, DEEN's signature QUALITY managed to taint it, with the dolls being like half their manga sizes, and plenty of that face they're known to dish out. Also, horrible pacing.
Even with that in mind, it wasn't nearly as bad as some of the haters say it was. But it wasn't a perfect piece of anime, either.

I personally loved it and was one of my all time favourites, probably because I watched it way back when I was just started watching anime and made it very precious to me.
The 2013 anime though I could hardly recommend it to anyone. The theme is really good, but the first and the last episodes completely ruin it for me.

The first episode was truly shit. What the fuck were they thinking summarizing several volumes of the manga into a single fucking episode? Aside from that it was a pretty good adaption, but I would definitely recommend to read the manga first and then watch the 2013 anime. Otherwise you are bound to miss out on a lot of the character interactions meaning.

I liked the 2013 series but then I had already read that part of the story in the manga so I knew what to expect. It probably didn't do well because people wanted more of the battle of the staircase, not the plot heavy merging timelines of the restart.
