I think it's just that people who really like Hyouka are apt to like it far more than other Kyoani shows for whatever reason. This is true of Haruhi to a lesser extent as well. I'm willing to bet that if you did a ranked choice system it and Haruhi would probably drop down.

Ehhh, the conclusion is pretty lukewarm. He basically just says "ok yeah I guess I can put effort into things now". I'm fine with that. Hyouka is dull and long-winded at times with sub-plots just fizzling out or having lackluster pay-off, but it's presented well enough to compensate for those flaws most of the time. It's certainly the most well directed KyoAni series I've seen.
