Last episode made it look like clearly Beerus is just using this whole "Monaka's the strongest of you all" so that Goku has a reason to prove himself and fight at his full potential. Goku is in fact Beerus's greatest warrior (I'm putting him above Vegita 'cause Beerus told Goku he was #2).
Now, I don't know if Monaka is "weak". He probably is, and that makes him some kind of joke. It's possible however that he was a long time ago the strongest of the universe, but both Beerus and Goku kept growing in terms of power and surpassed Monaka's own. Like how Freeza was supposed to be the strongest of the Universe before... Well, everyone after Freeza's saga. That would be kind of cool, but since it's Dragon Ball, he probably is just a joke.

Yes, Vegeta was stronger than Goku after leaving the time chamber . Then after Goku got out he was a decent bit stronger than him. Since then the only time Vegeta caught up was when he rage boosted against Beerus.
Now they are more or less equal. as far as we know. Goku might be a bit "faster" as in he reacts better. But Vegeta doesn't drop his guard like a dumbass.

I'd say three times:
1) Vegeta was obviously a lot stronger than Goku up to and during their first fight.
2) During the Cell saga when Goku had heart problems due to abussing the Kaio-Ken.
3) Majin Vegeta was tied with Goku (180 million each iirc).

Oh, right. It was a tie at SSJ2. Goku had reached SSJ3 by then but couldn't control it very well nor keep the transformation for more than a few minutes (SSJ3 was never very useful, I don't remember Goku defeating someone with it).
I wonder what could have happened if Goku went SSJ3 against SSJ2 Vegeta. Goku's time limit would have ended fast, could Vegeta had hold him long enough and ended up defeating a debilitated Goku?

GT has its flaws, but some minor changes here and there would have made it a great sequel to DBZ. He does nothing until Baby comes to Earth, gets his ass kicked, fuses with Buu, gets turned into candy, gives Baby indigestion, loses the Tournament, loses against Super 17, and finally manages to top it all off with everyone just going "yeah nah" when he does the smart thing and ask someone if he can fuse with them to fight Omega.

Piccolo had a better showing in Super than he did in GT. Piccolo might've gotten killed and revived in RoF arc, but at least him losing to Frost wasn't as humiliating and nonsensical as his "I was struck by Baby and still haven't healed, Imma die with the Earth now, no more Black Star Dragon Balls that way." Worst attempt at emotional manipulation. At least have the character be somewhat relevant in the series if you're going to kill him off like that.
At this point in DBS, Piccolo has had more screentime then Piccolo had in the entirety of GT. Hell, he had more screen-time in RoF alone.

Vegeta was stronger than Goku at four different points in the series.
1. During their first battle on Earth. Goku was able to keep up by pushing the Kaioken, but Vegeta outclassed him by a fair bit.
2. When Vegeta first shows up as a Super Saiyan, though it's debatable if Vegeta really IS stronger than Goku on his own merits or just because of the heart virus.
3. When he comes out of the ROSAT, but he's completely outclassed by Goku once he does his year. Vegeta does another year after that, but doesn't even come close to Goku.
4. During his fight with Beerus, he was stronger a SSJ2 than Goku was as a SSJ3.

The awful Toei production schedule has made a mess of the series. GT and Super are both shit but for different (sometimes opposite) reasons.

Designs are more "Toriyama" than most of GT's, and honestly some of the design choices are awkward in GT. Super Saiyan 4 would be better if they didn't call it Super Saiyan 4, for starters. At least with God and Blue, simple as they are, they follow a coherent idea (sleeker, calmer, more compact design with the hair not standing on end, and literally Super Saiyan with a God energy source backing it; it's basically the same thing as Kaioken with Super Saiyan).

Tien has a better connection to Goku as a rival and an antagonist, half the cast isn't completely written out of the story.

LEAGUES better in the anime than in the manga. Piccolo's takeover has more weight to it. Perspective of the terrified citizens of Earth, the criminals of the planet trying to embrace Piccolo's rule, there's actual weight to it instead of Piccolo going "I'm boss now, crime is good, have fun." The Ultra Divine Water is made into an actual test of patience and resolve and isn't just a handed out power-up. Tien actually gets to use the fucking Mafuba.
23rd Tournament.
Everything leading up to it is explored and expanded. Krillin, Yamcha, and Tien actually get to do shit and save the day. Goku's trials are actually shown and have some thematic importance. Lil' Pickle is an adorable 'lil monster. The wedding between Goku and Chi-chi is amazingly well done in terms of story and makes a nice sendoff to the end of Dragon Ball.

Goku continuously proved he didn't know what he was doing in Buu Saga (fresh out of playing it smart with FPSS, he fucks it up royally using SS3).
NOTE: I advise against letting the anime depiction of things (least of all the English dub) give some impression of Goku dominating. He wasn't making any headway. His power wasn't enough to eradicate Majin Buu like this. In Other World with a dead body? Maybe. Just maybe he could have managed.
