And even if he didn't knew about the Infinite Tsukuyomi, gathering Bijus for someone that he knows is dangerous is still fucking stupid. He never did anything to stop Akatsuki.

They already had 6 or 7 Bijus before he died and at least one of them was his and Kisames doing. He could have killed Kisame and saved the Jinchuriki, telling Pain that Kisame died fighting the Jinchuriki and that he got away. He didn't.

Nagato's Akatsuki's goal was to gather all of the beasts in order to create a powerful jutsu to create peace and end the cycle of war. They had no idea Obito was just using them.

And in regards to the tablet, Itachi could have interpreted it differently. Even fucking Madara says that there is more than one way the stone could be read.
