This seems pretty huge. Do other studios use this package too? Seems like a cool way for developers on /a/ to potentially have a meaningful hand in anime production.

I'd bet on it being MIT/BSD, but GPL is a decent possibility too.

It's not really about winning anymore. It's about not losing. Take MS for example, their entire Azure strategy is cannibalizing themselves as they work for example with Red Hat, SUSE, to provide meaningful Linux experiences. MS no longer want to provide products, they want to provide services, and open source and the cloud are facilitators for that.

Not really. Sure good tools can make the work a bit easier but people are fast to forget hundreds of artists usually involved.

Rough Draft who produces Futurama uses it.
All these tools anime companies use are just to automate the coloring and archiving of frames. They're not puppetering software like the ones used in the west, anyone thinking well get to see more sakuga because of this is a retard. Ghibli animation is overrated and kind of garbage anyway.
