The main focus on the devil fruit drawback is that they lose their ability to swim/float. Doesn't take any effort at all to just sit in a bath and last time I checked doesn't require to swim or float.

I'm pretty sure there's an SBS that openly discusses the crew's bathing habits. But in any case DF users can go about up to their knees in water before they start to get extremely weak. Easily enough tolerance to clean themselves.

Everything we know about how DFs work would say that it he would sink even in balloon form if he hit the water. Brook seems to only be able to do it because he's so light. But Oda would never let Luffy get away with it.

You might argue he would get that weak, he can't even hold his breath in when his feet up to the waist are submerged while Fuusen, thus deflating him.
