At the point in the series Kensuke and Touji left Tokyo-3, Misato is grieving, Rei died and is replaced with a clone that is cold, Asuka is mentally broken. So Kaworu is the only person in his life to show him compassion at this time.

we can learn things about a character without them being important and entirely relevant to the narrative for no other reason than that it develops the character's personality and makes them relatable.

Even if you don't share the same traits as the character, characters having realistic personality traits, such as diverse sexual interests, automatically makes them more relatable then say, them all being lazy, bored, cynical assholes.... or wait.
