Figure out what a given LRIG wants to do, figure out ratios of L1s, L2s, guards, spells, etc, and just kind of go from there.
As for paper playing outside Japan, there's a Chinese language release, and I think I remember some anon talking about an lgs in California or something with some players, but generally, it's webxoss or nothing.

I do this. Assuming I'm basing the deck of a deck I own, yeah. When I order a card, even if I'm not getting it for a week or a month, I still update my digital deck list. Grave Gut down to $15 from $75 holy shit.
I always liked playing against Eldora. Everyone I played seemed to have a different take on her. Every Tawil deck is the same. Every Tama deck ends in Mayu. Every Mirurun has the same combo. I liked going into Eldora fights wondering.

I failed to get Ut'ulls when I ordered Reacted Selector box, so what did I do after that? I wanted this card bad, but I didn't want to buy it from other people, I waned it to be mine from the start. So I ordered another box. And another one. And finally, in the fourth box there was Ut'ulls. And 100 point coupon. And Aegis Shield, the one with warning signs (even though it's rarity is Re, like other reprint cards, I think it is actualy close to LR or Secret, there was only one in these four boxes).

You can also check out some other Okada anime. I find' crushing visual experience and psychological imagery' is one of the main selling points of a lot of her writing.
Black Rock Shooter feels a bit like a proto-Wixoss. The first half is really good, but it loses some steam when it actually goes to explain its premise.
M3 is really, really good, and definitely worth watching, but it can be hard to figure out what the shows trying to do in the early episodes (on a rewatch, it's actually very well plotted, but trying to frame it in relation to other anime you may have seen will just confuse you).
Also, both have amazing OSTs (Okada anime seems to luck out a lot with that).
Also, scrolling down anon's link (>>138376869), the Kara no Kyoukai movies also have a very heavy, oppressive tone (and also an amazing OST, again).
(Also, Gankutsuou is on the list and deserves a call out, but may not be exactly what you're looking for. Check it out anyway, it's an older anime more people need to know about.)

There is literally nothing to talk about. No Re/verse because it would probably been out by saturday. No Stirred scans. No more material until the movie BD gets released and even with that we still would need to wait for a few months or years to ever see it subbed by Asenshi. BRS is one I have seen, and it is really good. It's really hard to explain, but it captures the thing I really like about Okada; how people feel completely isolated despite having friends (who are willing to help) without resorting to MISUNDERSTANDINGS. I haven't given it nearly enough thought to do an anyway decent explanation, but it shows up in a lot of Okada anime, even if only a little.

The anime was pretty meh. Stock characters playing out a Yugioh version of Madoka. Ruu is a shounen hero, but I guess that gives her more personality than other dead female leads. Best moment was green girl losing, and having her wish flipped on her.

I like starting with one of the starter decks, as that gives you a good understanding of what the LRIG's main strategy is, and the kind of support cards that are nice. Replace all the vanilla cards with better cards of the same level, unless you can think of a good reason to keep the vanillas in (there usually isn't). Fill out the ARTs, and keep an eye out for ARTs that do something similar to the ones in the starter deck, except better. From there, you should have something playable, so it's just trial and error, at the end of each game try and notice which cards under-performed, and what kinds of effects you want more of. To keep things simple, I'd avoid splashing off colour cards until you notice an effect you really want. Also, when you're paired against someone running the same LRIG, see what they're using and decide if that's something you may want to add later.
That's basically the gist of it. If you know the effects your LRIG is based around, and the approximate ratio of signi of each level you want, and how many guards you want (covered in the guides you read), the decks start coming together pretty easily. Just remember, aim for something playable, and increment from there.

Venus is pretty good (beautiful art, too), Neptune is super mean, and Pluto is a nice trick. If you want new resonas to play with, Aiyai seems pretty playful. I kind of like that they've been keeping resonas the expertise of specific LRIGs; it keeps the from taking over the game like synchro/xyz in yugioh. Wixoss has kept a pretty good balance, I feel.
