Phoenix's character is fine.
He was depressed as hell in AA4 and after he ended that chapter of his life he was able to go back to his old career. He's a bit smarter now and has a mentor persona when working with the junior lawyers but when you play as him you see he's still a goofball who's kinda winging things.
I played Apollo after Dual Destinies because I had a hard time tracking the game down and I got the impression that Serious Hobo Phoenix was his lowest point, not a natural evolution of his character.
