I think its somewhat justified if you think of it this way. The planets the TSAB take care of is just too much ground to cover and they just simply don't have enough people, much less talented people.
That would easily explain why they let 9 year old Nanoha help in S1 and A's, because they seriously don't mind the extra help, especially if its from a rather talented mage.
Think about it, Precia's shenanigans that endangered possibly an entire dimension was being handled by a single fucking ship of people, a young enforcer and a civilian mage(2, if you count Yuuno).
The whole shitstorm with the Book of Darkness, an established threat that can destroy planets?
Its also handled by that same single warship and its crew, a young enforcer, 2 young civilian mages(3, if you count Yuuno), and a familiar.
Hell, the search for the Jewel Seeds was done by Yuuno alone before he met Nanoha. A bunch of really powerful artifacts scattered on a planet is being dealt with by a single fucking civilian mage.
That would also explain why Nanoha and co are well-known by the public, they need more people to join, and getting major "heroes" of a few major incidents to advertise for them is a simple method. Hell, Subaru joined the force originally because she was rescued by Nanoha.
