"Wrong" is not the word, but they're not show even close to their full extent when they do appear. Other than bashing, poking and catching swords, they can be used to lock fingers, wrists and to immobilize by using the little sidebar to press some vulnerable points in the neck, ribs and others.
As far as I've seen, in manga and anime they're either bladed (?) or used as an oversized stick that doesn't differ at all from a baseball bat.

This, or similar swords. Though, I think a large part of the rapier neglect is that Europoor fencing resulted in a relatively large amount of samurai dying for the short amount of time the duels and cultural contact took place.
