The archetype is the process that involves development. There's an obvious appeal in the progression of a relationship and that's what tsunderes capture.
There's also appeal in a girl being lively/opinionated/confident which usually accompanies tsunderes. In contrast, outright dere characters are generally complacent and easygoing, which is boring to some.
The only setting in which I think tsundere makes sense is one where the girl was broken in a way (like asuka) and where every other person might be a potential threat to her.
basically, a post-apocalyptic world where the tsundere love interest was raped prior to meeting the MC.
