His recent bounty is the first time he has been properly identified. We can even entertain the possibility that the Vinsmoke family knew about Sanji but publicly denied for political reasons that one of their own had become a pirate. They may be responsible for the bounty sketch that doesn't look like Sanji at all, to make sure he was never identified. The growing reputation of the Strawhat pirates may have forced them to acknowledge Sanji's identity and thus force them to issue an order to repatriate him alive.
