Well if he won the world would achieve about the same level of peace we have nowadays.
In other words relative peace. You can no longer have all out wars because every country has access to nuclear weapons.
You see Pain's plan would have actually worked to an extent. Naruto on the other hand only cared about his own generation, not thinking 10 steps down the line. Ultimately war would break out again after he died and people would kill each other just like they did countless times in the past.
if pain won, the question is whether or not he'd go through with the plan he claimed to have or if he'd continue with the plan madara and obito wanted him to go through with.
in the latter, he uses his powers to bring madara back to life and dies. in the former, he basically nukes the world and then has everyone too afraid to ever try war again, fearing what would happen because of a possible repeat of the devastation.
it's deterrence, but after genocide since clearly just having each nation possess these weapons wasn't enough in this world to obtain any level of peace.
his plan would probably work though, just with too many losses. of course, the other plan means everyone gets turned into tree soldiers and is stuck inside dream lands until they die.

Isn't Pain's plan similar to what 'Murica did when they nuked Japan?
It sure as hell didn't end war and armed conflicts, but it will be hard to see another world war or an all-out war between countries armed with nukes after that shit.
Replace nukes with Bijuus and you've got the result in the ninja world.
