sounds like you need to re-read it man. From the very start there's way too much separating her from the norm. She's always the one with the most effect on Keima, the band side plot centers around her and then the whole goddess arc happens and everything about that screams she's the one he'll end up with. I mean come on there's the love's him for real flag, the lack of Keima's signature mask, the tragic lie flag, the finding out his secret flag, there's too many to count and the way they part ways at the end of that plot line was given such significance that it would be impossible not to be suspicious. Not to mention all the times Keima not so subtly brings her up in the timetravel arc. Also the narrative of Keima's development strongly suggests that he's learning to see girls in a different light and aside from the demons as a collective the majority of his development along that path is with her. Then of course there's Chihiro's connection to the Elsie plotline. Although it was poorly executed, in the end the world was saved because Elsie came to love it and aside from the demons and Keima Chihiro was the defacto Elsie's friend character, so she played a role in that as well.
All in all she was given way too much significance in way to many plotlines she shouldn't have otherwise been in if she was just be the normal girl of the cast.
