I'm going to try to make this brief because I want to go to sleep, so sorry if it isn't satisfactory.
At the very beginning of VA, before Giorno joins Passione, he behaves in an aloof and almost playful manner. He smiles and seems relatively lighthearted. This contrasts greatly with his behavior throughout VA wherein he rarely smiles, is very reserved and is generally calm and collected. In joining up with Passione Giorno had to gain the respect of the gang and he also wanted to be his ideal image of a gangster, that is to say reserved, calm and somewhat mysterious in their stoic attitude, so he behaved in exactly that way. There are times when he drops the act; in the Baby Face fight, when he's alone and under attack, he is noticeably more stressed out than his usual self, who always seems to have a plan and remains calm.
His confidence in himself also changes. Giorno pulls plenty of asspulls and is key in winning almost, if not every, fight. But in the White Album fight he comes to the realisation that he can't handle this on his own and in his desperation tk just do anything, to maintain control of the situatuon, he drives off the bridge almost dooming himself and Mista (I can't remember if someone else was in the car). Through this fight Giorno comes to appreciate the individual members of the gang more, as his goal before was never to befriend them, but to gain their respect so that they would assist him in becoming the leader of Passione.
There's probably more, but again, I want to go to sleep. Sorry if that didn't explain it.

That still seems like extremely minor stuff to me considering the fact that nearly every other Joestar in the series talks down to their superiors and are hotblooded rouges. It's less of an original personality and character and more of the same shit we've seen and fucking over again, both with Josuke and with Joseph.
Giorno's character development outside of "Im stronger now" itself is extremely minor and the fact that the post you capped couldn't even post one example of said personality develop in comparison to Giorno in the beginning of the manga to the end of the manga says miles.
Saying something like "Giorno had some of the best character development out there" while the only real growth he showed as a character was in stand power.
And I'm a huge part 5 fag, it's one of my favorite parts in the entire series and is painfully underrated I always felt Giorno could've been a much more fleshed out character with both his interactions with the rest of the gang and his ideologies.

It's nearly inixistant, the only reason why it seems large in contrast to the rest of the JoJos is because with the rest of the Stotic simplistic but powerful character drive that Giorno has it seems like quite a bit, but that's all it really is.
I doubt Araki even remembers the slight bit that he did add to Giorno thought the hundreds upon hundreds of pages he wrote, it's fucking pathetic to see him outshined by the other crew members and only have him shown some depth in the spotlight during a dramatic scene of brutality or death to add to it's intensity without specifically deepening his character.

In the original post I wasn't trying to explain his whole personality. I just listed a few examples of how his character development didn't stop when he killed the old man. I wasn't trying to write an damn analysis.
I understand why people don't like Giorno, if they don't like minor character development. Giorno and Jonathan are both two of my favorite characters because they both don't change much throughout their life, but they learn important lessons along the way that shape them into a better person.
Also, when Girono was talking down to Abbacchio that is a much different situation than Joseph talking down to Lisa Lisa or Josuke talking down to... who? Rohan? I wouldn't consider him his superior and Josuke was pretty formal with most people. But Giorno idolizes the gangster life. He acts the way he does because he is trying to emulate everything a gangster is; Smooth, stoic, and always with a plan. So for him to disrespect his superior was a big decision for him to make. But his belief in not sacrificing Fugo to get the key was bigger than his dream.
Like I said, his character development is not the type in which you can just say "Here's how he acted at the beginning, here's how he acts now." The change is more realistic. He grows to trust people, and learns that there are more important things than chasing your dreams. But his character development is more than just that, it's all the small things along the way, not one big thematic change like most characters get.

When you say "Minor character development" what you mean is underlying subtly.
There is a way to write subtle character development and have them progress through the manga in a way that isn't as blaring, there are plenty of ways of doing this, but I feel like this isn't the case with Giorno and i'll tell you why after.
When Giorno was talking down to Abbacchio, his superior, he was definitely making a statement about him "not being a person that will willingly submit to your assigned hierarchy". He wants to build his own path, a path that will lead him to becoming the leader of the gang. While that's fucking badass, that isn't anything original from any previous member of the bloodline, it's almost a given personality trait. Stemming from Jonathan's unstoppable drive and unwillingness to never submit to DIO and to stop him, to Joseph talking shit to the Ultimate being, to Jotaro disrespecting everyone and everything that moves, to Josuke being his own brand of clever manipulative street thug that feels no remorse in cheating his way into someone's wallet that is considered one of the best Mangaka's in the country and someone that he respects, Giorno falls perfectly under this scale naturally, the only one that arguably doesn't is Jonathan.
It's a very simple personality that is existent within every Joestar minus Jonathan to date, "I have a goal, and I don't care how powerful you are, what your social status is, or how much money you have, what your stand is or how strong you are, move out of the way so I can accomplish my goal or help me to reach it" this is nothing we haven't seen before, the only difference is Giorno is more classy about it since he needs to use suave manipulation to reach his peek in the gangs higharcy.
Giorno had all his character development during a childhood flashback that explained how he became who and what he was, he just sort of continued on with the subtle steady growth of "power" and existing.

I'd like to think that Giorno fighting Baby Face on his own was another big point for him. It's the first time he's actually in a fuckload of trouble, being just unable to call on his friends for help, and the only one to react quick enough to not get insta-cubed. Then he manages to compose himself and instantly reform, gaining the ability of the group healer.
Later on, when Narancia is trying to save him from the dual stand users, Giorno also manages to keep giving support, relying completely on Narancia to save him because he knows he's fucked otherwise. I think he laments the hardest when Narancia dies too.
Giorno's really quiet, which is probably on purpose, because his Dio genes and Joestar genes balance out to a sociopathic level of neutrality. Shit, he figured out a way to neutralize Diavolo's time-skips before Bucci AND Polnareff. And Pol' had plenty of time-stand experience.

Hermes right now is pretty hard to like, she just yells a lot. When, both stylistically and personality-wise, she could have been very cool. She has this disco kind of flair to her clothes. A start would be just have her do things besides yelling all the time. She's so one-dimensional it hurts. It weird how we wind up fully exploring the abilities of her Stand and everything KISS' stickers can do. Her fucking STAND is more developed than she is!
It especially stands out when she's right next to Hermes and Foo Fighters, who are both fully fleshed out and likeable characters.

And yea, I doubt Araki has an particular bias toward white or asian people, he never shyed around from making major characters black for example. He just never had any reason in particular for a black or Persian JoJo either. He just writes for whatever he hads planned in his story. And that's pretty much the way to do it IMO: Too many shows, comics, cartoons, etc go way out of their way to include minority characters in their show just for the sake of diversity and no other reason. There's no point in forcing diversity, then it's like "you're only hear to fill a quota." Include gay or black or whatever characters based on the setting and do it for actual storytelling or stylistic reasons. Like, for example, I could see Araki making a black JoJo for Part 9 if he wanted to make another JoJo that's one big visual homage to Prince, like Josuke and Giorno were.
