Haku doesn't want to kill people to reach his goal, just like Hakuro, I think he'll hold back when he can, while in contrast we see Kuon and Aruru killing some random people at the end of the first game
This is why its more of an advantage on the Tuskur side rather than Yamato side, and why they can't win it over so easily. Yamato side either needs a Godzilla that can fly, or Haku reverse hacks the machine and tells it to self destruct.
