Animators know this, so they pander to individuals with these insecurities as they know they will keep coming back for more. Anime becomes almost like a drug to them. This just makes the problem worse, as the viewer becomes more and more attached to experiences that can never be reality. Animators know this too. Just like cigarette companies used to market to kids so that they could hook life long customers, animation studios do the same to these poor individuals so they will continue to consume their content until they inevitably kill themselves.
So to answer your question, most anime is about happy, fun people because the most profitable market is the sad individual who has no other way to feel these emotions.
