Is this a kid's show? What time did this show air? Why would you put homoerotic overtones and blatant sexual fanservice for a show aimed towards middle school girls? This as well as the dark humor (such as the big sister's shrine dedicated to her little sister in the 1st episode)

OP here. I was just baffled when I decided to watch this show. I just wanted to sit down and watch something dumb and mindless, but holy shit, the 1st episode left me baffled and my mouth agape. It wasn't just dumb, it was odd, strange, and on the disturbing side. I never watched a moe show, and I thought they were just kid shows that happened to find an older audience like mlp. But damn this was some fucked up culture shock shit.
This show and many like it air at like 1 or 2 am. So no, definitely not kid's slots.

Another thing that solidified the weird vibes I got from the show was the fact that the writing was self-aware and the creators KNEW what they were doing and appealing to. And they were owning up to it fully.

You underestimate Japan majorly. There are kid's shows there that adult audiences take a liking to (such as PreCure), but also the industry there has evolved/matured enough that people went and made their own series in the same vein but more adult-oriented, and for years such series have been adapted as anime.
Japan is several decades ahead of the West in this department, that is, if there ever will be a Western moe analogue that isn't just a hijacked kid show, which I don't see as likely due to the social perception of what cartoons can/can't be here.

Moe cannot ever become a thing in Western animation*, because of the extremely deep-rooted aversion people have towards the "sexualization" of drawn/animated characters. Even most people who watch anime are repulsed by the idea or at best don't understand it. Most Western animation is also too cartoonish to enable moe.

I think the art is generally too ugly in Western cartoons, adult or not, for people to really take the ball and roll with it like people did with anime.
Despite that, you still see copious amounts of Simpsons, Family Guy, South Park and MLP porn, so some people try anyway despite having shit material to work with.
