Valkyrie Drive was always a game that tried to juggle yuri fanservice with actual plot. The anime could have gone with either one or the other, but they tried both and ultimately bit off more than they could chew. Most of your complaints stem from them choosing PLOT over plot.I'm also miffed that, of all the fetishes they included in the series, gender bending was not used even once. If you were talking about lazy generic harem number fifty billion, you might have a point.
However, this was really looking to but cut from the same cloth as Queen's Blade and Seikon no Qwaser in the early going. It had big names on board, the fanservice was completely over the top, there was a bit of an intensity and sense of wonder behind it, and the world really being set up to have layers of politics and problems that needed to be solved. It was obvious that it was fairly ambitious.
Then, around episode 4, it just... stopped. The fanservice was dialed back, the series entered a Hell of useless episodic bullshit that it would never recover from, the world building never happened, and the characters were never well utilized. It stinks of in-fighting, fear of being too over the top, and things being changed at the last minute.
This was reflected by stalker, too. The series was consistently in the top 200 for the first three weeks or so. It was looking like it was going to be a hit. Then, it dropped off right around the time that the series dropped in quality.
