I'm only about half way through the franchise, but I can say with confidence that SS was the weakest installment. I don't think Precure will ever hit such lows again, Toei learned their lesson about trying to rehash a popular season with weak characters and an even weaker storyline. Mai and Saki are just okay on their own but when you're watching this consecutively and you go from Nagisa and Honoka to them, SS really feels out of place and dull.

Not really though. After it stops trying to be a FW clone, it lacks any kind of spirit. Mai and Saki are just kind of there, the villains are just kind of there, the fairies are just kind of there, the entire story is just kind of there. And another thing, if Michiru and Kaoru were supposed to be Cures from the very start and were even confirmed to be Cures at the end, then why aren't they included in ANY of the All Stars movies or any merch? The problem isn't (just) that they're carbon copies, but also that they're incredibly bland. Michiru and Kaoru are more than just good-but-bad, they're textured and lightly nuanced characters, where Saki and Mai are generic nice girls with no other significant character traits beyond their one hobby. They're hardly the only cures ever with that same problem, mind you, but building the whole show makes the whole thing boring. Whenever the show wants to be interesting, they just bring up their connection to M&K because it's the only part of the show that holds real water.
When they do finally do their turn, they talk about how much the cures meant to them, how they won them over, "oh shit they like us, that makes us special", but it was pretty clear that those feelings weren't especially personal; They hadn't all grown together, they'd just been super friendly with two otherwise super unfriendly sisters. It's moments like those that lay bare how much those interesting moments are because of Michiru and Kaoru, and NOT the cures. There isn't even any depth in their boyscout attitude, they're just one boring note.

It takes some nuts to imply that Mana is just misunderstood, but "you're not liking things right" isn't a terribly valid argument for why she would be good.
Precure doesn't have to be the same shit every year, and difference doesn't make a good season. HaCha managed to be both incredibly generic in parts and ambitious with its focus on romance without having anything good to show for either. Experimentation is okay and should be an expected part of the variance that happens, but it doesn't make things good all on its own. You can still be glad they're taking chances without liking it. Or, conversely, you can appreciate the traditional aspects that they keep carrying forward without it being your favorite thing about a season, particularly since there are a lot of different ways of doing something that's thematically still very much the same.

They always transform in front of them, that's always been the joke about them never being attacked during henshin.
