Let's talk about this show and why people think the finale was bad while I think it was the best part of the show outside of the very beginning and first few episodes.

The middle part with all the filler was the most tedious to get through, but it kicked off really good and ended with a bang.

Why did it have so much filler in a 26 episode series anyway? Was the director some slow pace junkie or the original had water books?

The only disappointment I can remember being expressed at the time about the ending was the butthurt yurifags complaining that it didn't have an Isako/Yasako end.

exposition dump galore in the last minutes out of nowhere
the fact that you can't care less about the plot by that point with all the slow development

Compared with the usual run of "Japan doesn't into endings", it wrapped up the plot well enough; in any case, by that stage it was more than obvious that it was about the characters more than the maguffin.

I don't understand this complaint about "filler". How is the middle part filler? Because it doesn't advance the plot much? That would imply that the sole purpose of the show is to tell its one story and anything that doesn't contribute to that is just there to fill up excess time. But what kind of writer would waste this interesting setting on just telling one story without taking the opportunity to explore it further?

What you call filler, I call the meat of the show. I wouldn't have minded if the show was twice as long but with the amount of plot-related content staying about the same.

I think it comes down to starting off with plot (What is Isako scheming?) then turning into "illegal of the week" for the middle half, before finally wrapping up.

See, you would have had a point in another show maybe, but here you're wrong.

The filler episodes didn't explore the world or add to it in any way.

Most of them were completely useless filler and excess.

Every episode that had daichi or any other throwaway character was there for no actual purpose.

They were just there and then they were gone, it was tedious and pointless. They built up characters that weren't important to the main story and had no story of their own neither did they have actually resolved tie-ins with other characters at least in the anime.

That's pretty much how all shows like this are structured. From a purely functional perspective, a large part of the plot's purpose is to position the characters in way that's convenient for the writers. That means you can't have too much progress in the middle, because then that positioning will break down.
