Well. The copypasta was describing two "mirror" worlds where everything is superficially the same while the "inner world" of at least some people is different from their "mirror counterparts". The titular "cellphone of love" in the copypasta is a device (a pair of devices) which enables the plot by bridging the two worlds and linking the protagonists together. Protagonists agency (at least initially) is driven by their desire to get romantically involved with the "twin counterparts" of each other in their own world. The additional information they get from each other and direct communication (advice, pep talk, etc) fuels this agency and create a strong link between them. So, the structure of the copypasta is something like this (plot devices are the same thing):

[Male MC "Twin" ] <- desires <- [Female MC] -> Directly Influences and get influenced <- { Plot Device } <-|

Now to the Kimi no na wa (what we know so far):
It describes protagonists living in two different "worlds" (not necessary in a SF way, just very different places). Protagonists start to see dreams (the plot device) about each others life and then, probably, investigate those dreams. A connection to the falling meteor is hinted at, as well as some sort of information transfer between the protagonists (Trailer hints strongly that they communicate "Who are you?" "Mizuha", but it's inconclusive at this point as neither synopsis nor trailer narration confirms it). So, the structure of "Kimi no na wa." (Plot devices are unconnected).

[Her circumstances] <- ? <- [Female MC] <- Influenced by the information from <- {Plot device}
Parallel structure, unknown trappings (is the falling star mystical or technological or both?), mystery (and probably romance at later stages) driven.
So, to answer your question

It could be. You need very little to turn "Kimi no na wa." into the copypasta. Make the two "worlds" mirror each other and enable the direct communication between protagonists. Downplay the "mystery" aspect and do a hard-switch into a romance between the two MCs, slowly "phase" the [His and her circumstances] parts of the story out.
But then, it's probably not. I bet it's a completely different story.
