They get more and more honest with each other every volume. If they had started dating there, then over half the series would have been about them dating.
Whether or not that's better than what we got is a different argument entirely, but regardless, that would make it a completely different series.
I think Oreimo was mainly about them getting past their various personal/emotional issues. They overcome these hurdles and learn to be more honest with themselves and how they feel about each other, which leads to them accepting their feelings and each of the siblings growing as a person because they build off of each other so well.
